Volume III Criteria Manual Update

Urban Drainage and Flood Control District (UDFCD) is revising and updating Volume III of the Urban Storm Drainage Criteria Manual (USDCM).   

The following is a summary of initial thoughts and ideas for this revision to Volume III:

  • Emphasize new development (and significant redevelopment) planning as the
    most cost effective BMP available
  • Emphasize runoff volume and pollutant load reduction at the source (Low Impact
    Development)
  • Include a model LID chapter
  • Expand menu of available BMPs
  • Address proprietary devices
  • Update with the most current recommendations for BMP design and construction
  • Update permanent structure maintenance recommendations
  • Include economic analysis guidelines and lifecycle cost information
  • Encourage use and readability for engineers, planners and landscape architects

There was a stakeholder meeting on Sept 25th attended by engineers, landscape architects and planners.  Here are the comments from that meeting.


Urban Drainage and Flood Control District (UDFCD) conducted a nine-question survey about land development and stormwater management from mid September through October, 2008.  We received 200 responses from engineers, planners, stormwater coordinators, landscape architects and professionals in related fields. Thanks to all who participated – your responses have been read and we are discussing your comments and suggestions as the Volume 3 updates continues. 

The results of the survey are posted below.  Each PDF corresponds to a survey question.

  3. Which of the following components of Volume III do you use?

  4. How frequently do your designs include techniques that minimize directly connected impervious area or integrate other volume reduction techniques?

  5. Which of the following practices do you typically include in site designs or see in designs you review?

  6. Do you encourage clients or applicants to use runoff reduction or LID techniques in land development design? If so, which ones?

  7. What would you change about the technical content in Volume III to increase its usefulness?

  8. What would you change about the design and organization of information in Volume III to increase its user friendliness?

  9. What could UDFCD do to promote Low Impact Development (training, incentives, regulations, etc)?  

A technical advisory committee (TAC) has been formed and will meet monthly to discuss specific technical items.  Work products from the TAC will be submitted to the stakeholder committee.
